The Oregon legislature passed an electronics recycling law in 2007, creating the State Contractor Program.  The Oregon DEQ has contracted with the National Center for Electronics Recycling (NCER) to design, implement, and manage the State Contractor Program. To perform this work the NCER has enlisted the help of Portland-based Zero Waste Alliance (ZWA) and Alcorn Consulting. 

 

The program will provide statewide collection, transportation, and recycling services for Oregon consumers for televisions, desktops computers, laptops and computer monitors.  The program will be funded by electronics manufacturers.

 

The NCER is now required to develop and implement a plan to collect covered electronic products at no cost to consumers in every county and city in Oregon with a population greater than 10,000. The electronics are then transported and recycled. In addition to the State Contractor Program, there may be manufacturers operating one or more programs in the state.

 

The law requires that this program be fully implemented by January 1, 2009. For more information about electronics recycling in Oregon, go to the Oregon E-cycles website. 

 

2010 Recycler RFP

The National Center for Electronics Recycling (NCER) is requesting proposals for electronics recycling and other services for implementation of the Oregon State Contractor Program (SCP) in 2010 under the Oregon E-Cycles program . 

 

The NCER may award one or more contracts to provide recycling and related services to the SCP. You may find a copy of the 2010 request for proposal HERE and the bid proposal form HERE.
